IMPORTANT UPDATE: Effective November 1, 2008 in order to improve customer service and security, the Russian Consulate in Houston recommends that applications that cannot be presented in-person are submitted via CIBT. CIBT has been selected by the Russian Embassy as a partner to process mailed visa applications. Simply follow the instructions below and send your completed application to CIBT for regular or expedited visas to Russia. The Consulate discourages applicants from sending them directly.

Otherwise, 's response will depend on the time required to contact the Russian Consulate on your behalf (the average response time is 4 hours). Unless embassy restrictions apply, can expedite passport applications for Non-U.S. citizens residing in the U.S.
